David W. Broome, President & Chief Executive Officer
David Broome joined TransForce in 1991 to be responsible for the company’s expansion into the Washington DC and Baltimore, MD markets. In 1993 David purchased the shares from one of the founders and assumed the role of President and CEO. David provides the strategic direction for TransForce. He is a passionate advocate for truck safety and DOT compliance throughout the driver staffing industry. David’s vision for TransForce is that our drivers are recognized as among the most professional CDL drivers in the nation. Accordingly, he has sought to differentiate TransForce by providing sufficient compensation and benefits to our drivers to attract and retain high-quality employees.
David is an active member and officer of the Driver Employment Council of America, the industry group for driver staffing firms. David also is a board member of the Wish You Well Foundation, a David Baldacci family literacy foundation and E3 Solutions, a technology company working with magnetic gearing.
Prior to joining TransForce, David was a sales executive in the transportation industry with three different Fortune 500 transportation and trucking companies. David is a University of Tennessee graduate with a degree in transportation and logistics.
Howard Fowler, Senior Vice President and Chief Financial Officer
Howard Fowler joined TransForce in 2007 as the Chief Financial Officer. Howard is responsible for the finance and accounting function, risk management, and information technology. He is an advocate for safety and has championed TransForce’s in-house safety newsletter, In the Safety Zone.
Howard has more than 20 years of experience in financial management and accounting. Prior to joining TransForce, Howard was the Vice President and Chief Financial Officer for a $500 million division of an international aviation services company. In previous positions, Howard held progressively more responsible financial management roles in labor-intensive services companies. Howard spent six years in public accounting with an emphasis in the healthcare industry, including a stint as an Audit Manager with a Big 4 CPA firm.
Howard holds a Master’s degree in Accounting from James Madison University and a Bachelor’s degree in Accounting from George Mason University. He is a Certified Public Accountant and is Certified in Financial Management (CFM). He has taught accounting courses at both the undergraduate and graduate levels.
Cassie Smith, Vice President of Human Resources
Cassie Smith joined TransForce in 2001 as the Vice President of Human Resources. Cassie is responsible for human resources compliance, payroll and benefits administration. Cassie led TransForce’s early adoption of the federal E-Verify program to ensure compliance with federal labor laws.
Cassie has over 20 years of experience in all facets of Human Resources with a background in transportation and logistics. She holds a Bachelor’s degree in Sociology, a Master’s degree in Business Administration and she is a Certified Professional in Human Resources.
Joe Dolan, Vice President of Operations
Joe Dolan joined TransForce in 1999 as the General Manager of the Alexandria branch. Subsequently, he was promoted to Area Manager with oversight for several branches. In 2005, Joe was appointed Director of Operations and in 2006 he was further promoted to the role of Vice President of Operations. Joe takes pride in ensuring that TransForce provides a consistently high level of customer service to all our customers.
Prior to joining TransForce, Mr. Dolan spent 7 years as the General Manager for The Airport Connection where he logistically operated all of the ground transportation to and from the Baltimore Washington Airport. Mr. Dolan is a Towson State graduate with a degree in Business Management.
Dan Costello, Vice President of Sales
Dan Costello joined TransForce in 2011 as the Vice President of Sales. In this role, Dan is responsible for leading the national sales organization and driving improved revenue and profitability across the nation.
Prior to joining TransForce in 2011, Dan served as a staffing industry executive for 16 years in senior sales and operational roles at Kelly Services, CDI, Staffmark and most recently as the Chief Operating Officer for Select Staff. Prior to Dan’s experience in the staffing industry, he held direct sales positions, sales training roles and sales management responsibilities during his 12 year tenure with Xerox Corporation. Dan graduated from the University of West Florida in 1981 with a Bachelor of Arts degree in Political Science.

Olsen, Vice President
of Business Development
Tom Olsen joined TransForce in
2001 as Regional Vice President,
and is now responsible for the
Midwest Region and key national
accounts across the country. In
2003, Tom was appointed to head
up and develop the Strategic
Account program for National
Accounts, and has close to 30
years in the staffing industry.
He was previously Director of
the Industrial Division for
Kelly Services, and Zone Vice
President for the Midwest for
Tandem Staffing with annual
revenues of over $185 million.
